Pursuant to Governing Board Resolution No. 5, Series of 2022, amending Sections 95 and 96, Rule I, Part III of the Revised POEA Rules and Regulations Governing the Recruitment and Employment of Landbased Overseas Filipino Workers, the accreditation process for Foreign Recruitment Agencies (FRAs) has been streamlined to ensure efficiency, transparency, and compliance with Philippine regulations.
Under these guidelines, accreditation documents submitted by the Philippine Recruitment Agency (PRA) on behalf of the Foreign Recruitment Agency (FRA) are subject to verification to establish the legitimacy of the parties involved and the overseas employment arrangement.
Documentary Requirements
- Recruitment Agreement between the Foreign Recruitment Agency (FRA) and the Philippine Recruitment Agency (PRA)
- Job Order issued by the employer to the PRA, indicating the number of positions required and the salary per position
- Manpower Request issued by the employer to the FRA, indicating the number of positions required and the salary per position
- Master or Standard Employment Contract, signed on all pages by the FRA and the employer
- License to operate as a Foreign Recruitment Agency issued by the host country
- Notarized Certification that the FRA is not a Patronato
- Valid identification document of the FRA representative
- Valid Department of Migrant Workers (DMW) license of the PRA
- Valid identification document of the PRA representative
- Undertaking executed by the concerned parties
- Business registration of the employer, with official English translation
- Service Agreement between the FRA and the employer
All submissions are subject to evaluation and verification in accordance with applicable regulations of the Department of Migrant Workers. Incomplete or non-compliant documents may result in delays or non-processing of the accreditation request.
